In the IP Address Assignment field you have to specify the external IP address that identifies you within the Internet. In most cases, this IP address is provided by the Internet Service Provider (ISP), either as a dynamic or fixed IP address. In the first case, activate the radio button Dynamic IP Address, otherwise activate Fixed IP Address and enter the IP address you got from your ISP.
